I agree with diarmadhi, If you was on his dash cam and that locks in the laser tracking for the speed, and he knew where you lived, so he had your plate #.
He did have the right after the speeding laws was broken, and feel lucky because some states allow the police to tack on reckless driving, school zones,construction and a whole lot more.
The officer did give you a break, but if you feel he was just after you, see an lawyer and get his advice.
