Last I heard, Bay wanted the Camaro in the movie as bumblebee, GM didn't buy the spot. There wasn't any production camaros to use, so Chevy sent the molds used for the concept to saleen so that they could makeshift a camaro out of a GTO. Saleen didn't "build" bumblebee, they just made the body panels and stuck them on a GTO frame.
