go to the member's public profile that you want to leave the iTrader feedback.

the first window, you will see is the itrader Ratings. in this window you will see the link complete feedback for that member. it is the one circle in red. click on it and it will take you to the enxt window

in this window, you will see submit feedback. circle in red. click on it and it will take you to a new window to leave the comment. you will need some info, like the thread of the deal iten you bought and some other.
