According to the article the 'Clunker' would have to be destroyed. So you won't get ANY trade in value from it.

This I guess is the way they will determine the age of the vehicle. If it's too new you won't take the voucher but trade in. So then at that point it's deciding what is better, Trade in or Voucher. Either way you'll take what is best for you. So then it will be older vehicles where the warranties and extended warranties are all up. Then you just take a voucher and they crush the car and the guy who can't get a new car can't buy it and the local small mechanic can't work on it.
