I know part of it is probably a regional thing too. I wouldn't be surprised if I would be more likely to get a positive reaction in the friendly Southeast. In the Northeast, the middle finger could be possible. The Northwest can be a pretty sour place (might be the weather) where you're most likely to just be ignored.
Then there's always the people who are just afraid you might be trying to kill them. A situation apparently preventable by not making eye contact.
