No, you are correct. They were recalled to add some reinforcements.
A Volt caught fire after sitting for 3 weeks after a goverment crash test. It didn't explode.
I worked around the Volt team in it's early phases. Not sure what you mean by the government touching it unless you mean the crash test. I know the government did look over the future portfolio from a financial standpoint and it's possible the Volt program was encouraged behind closed doors (we'll never know) but people were working on the Volt concept well before the bankruptcy in June of '09.
If you recall, GM showed the Volt Concept Car in January of 2007 at the Detroit Auto Show......................well before the bankruptcy and well before any government involvement in GM.
BTW, I do believe some of the CTF Volts were sold/leased to local governments as well as to utility companies. This was being done to get them more in tune with the Volt and electric propulsion and infrastructure needs. Seems like a good idea to me.............no?
