Ultimately I think it's mixture of both, but leaning heavily on the side of we charge a premium for looks.
This is something that is ingrained in every culture and centuries of conditioning.
Society itself collectively agrees on what looks good and what doesn't. Sure individuals may have their own specific taste for something, but even that is shaped by society. Then in turn we naturally charge more for things people want more or can't live without.
Diamonds are a perfect example. Humans like shinny shit. A diamond is nothing but a shiny rock and people do all kinds of things to get one. Concrete on the other hand is cheap.
