the Z06 is odd because it is drag limited. so you will see people post 198 which is what the manufature calculated but in reality it can be less or more depending on the conditions.
the Z06 will do 200 all day long IMO with a 5th gear swap. I think it is the loss of mechanical advantage in 5th gear that hurts you you shift there at 165 and you can feel it.
5th gear at 7k is 227mph so it is what ever the car will pull in its surroundings. head wind no 200. nice tailwind could do 200.
