Does it seem frivolous ? Yes, but remember, police are LAW ENFORCEMENT, not just crime fighting super heros that catch the bad guy. If the law says you need front plates, its THEIR job as LAW ENFORCEMENT to ENFORCE that LAW. Its not an abuse of power when you are within you lawful order and doing what you have been SWORN to do, enforce the law, EVERY LAW, from murder and rape, right down to no front plates, and J-walking.
If your gonna risk breaking a law, understand you may get caught some day...
