To suggest any of the major auto companies could not build a competitor to GM's Corvette is crazy. It all boils down to whether or not they want to invest the capital to do it and, most importantly, what would the ROI be. If it would not be profitable for them to build it, why would they want to?
The 2005 Ford GT embarrassed the 2005 Corvette and it wasn't until the 2006 model-year with the Z06 that things got close. As it has been pointed out so many times, it's not like one company has engineers that are significantly better than another's. I'd hazard to say many of them have actually worked for many different organizations throughout their careers and knowledge has been cross-pollenated.
