Union's "US workers welfare plan":
1) Force GM to sign the most costly insurance/retiremen deal for its workers
2) Don't do anything despite seeing GM choking and focusing on its cheaper factories (untouched by deals with US Workers Union)
3) Have US GM factories closed due to having low ROR
4) ???
5) Profit!

Oh wait...

In unrelated news: GM factories in Europe (mosly Opel's, but also some of ex-Daewoo Europe) experience growth and don't really understand how GM (with growing sales of Opels and European "Chevrolets") could be in such deep shit.



Sarcasm aside.

As for the incentive: Germans did it very well (and Austria and France followed): "Schrottpremie", i.e. getting 2.5k Euros for buying a new car after scrapping an old (at least 10-yr old) one.
