Sounds like it could be a throttle body. Aftermarket ones can actually be designed to do that I think. "Cyclone mixes fuel and air better causing better HP" mumbo jumbo. My buddy put one on his Ram2500 and every time to flutter the pedal it whistles, he loves it but I don't get it.
Sweet ride man, that's probably the only thing I would trade my Camaro in for at this point!
