I'm not sure about the other CARB compliant states but in CA you dont have to comply if you live in a county fewer then X amount of people, and the same might go for the other states. Its a VERY handy loop hole, just imagine the possibilities. You could put a freakin NASCAR engine in a 5th Gen or what ever else floats your boat.
