The 1970 Z28 had this floor mounted gas pedal set-up. I believe '70 was the only year it had it. I might be off base here, but I think it was done to better compete in the SCCA TransAm Road Race circuit. It was considered better due to more heel-and-toe contact during hard braking and acceleration.
