I think he was refering to the crappy little 4 cylinders, with the extremely mismatched bodykits, 2 foot wing, super-loud coffee can exhaust, hundreds of decals, and not a single a power adder. Those guys that are doing nothing more than driving around, makin a LOT of noise, wanting to race anything and everything in existance (even though they know they have no chance at winning).
I agree, some imports are beast, but I haven't seen a ricer that I liked yet
