It's called liability. If the tow truck guy says "hey move your car here" and then some how you magically screw it up and wreck your car you could sue him because he told you to move it there. The tow truck driver is covering his own ass.

No he wouldn't have, he probably would have found a different way to do it. But again, the car is scrap so why does it matter how he gets it on the flat bed?
