The windshield looks like that from the driver and passenger going partially through the windshield and then either falling back inside or being pulled in by rescuers... I've seen way more of those than I care to in my 25 year career as a paramedic firefighter......im wagering they fell/slid back in because any self respecting rescue professional would have removed the glass from around the victims completely...
Also consider the force required to break a windshield is huge, so, you're thinking about the blood and cuts... I'm thinking about Two possible wheel chair passengers...
