The decline of RWD has more to do with CAFE requirements. FWD packaging is more space efficient, and allowed engineers to keep interiors as big as possible when cars had to downsize.

RWD started making a comeback when powertrains and aerodynamics got efficient enough for large RWD cars to meet the original CAFE, but with the requirement being racheted up again, you can expected RWD to become scarce all over again in the coming years.
