It's called the California Air Resources Board. CARB is a CALIFORNIA government agency, not federal. Other states CAN follow their regulations
OR Federal regulations, but can not set their own legally because CARB was the only state-specific clean air regulative authority before the federal Clean Air Act was passed. It is California, not any other state. Other states have chosen to follow their regulations, but have ZERO say in CARB matters and ALL of the board members are appointed by the current California governor. Soooo, how is it not California again?
