People who previously or in the future cancel the service will still be tracked.
So if you already canceled and they aren't tracking you now. When it starts in Dec they will activate it again and begin tracking you.

I agree with what you are saying also. The average person has no idea just how easy it is for someone to wreak havoc in your life with just the smallest amount of information. this is one information leak I can and will easily plug.
