No they look at statistics and how often young people get in accidents and how much that rate increases as HP numbers go up and adjust rates accordingly.
Just because you survived doing that once or twice, (or however many times you want to claim) doesn't mean it was intelligent (if done anywhere but a track) or that you don't increase the chances of an accident (even if you aren't in it). Come on get real, insurance companies are not made up of fools.
