my parents had a problem like this when i was 12 we had this new family who moved across the street from us who were huge enviromentalist. well they didnt like the idea about my dad buying a motorboat for some odd reason because after my dad purchased the boat they were giving the evil eye and watching our house calling the cops over nothing and even going through our garbage and picking out rotting fruit and putting it on our door step leaving notes saying were destroying the planet. After a while my dad started waking up early and started reving the engine on his truck in front of there house till they started screaming out the window . they also got on the nerves of the other neighbors as well so no one mind about the noise from the truck. after a while they moved out of town leaving F*** you notes on every ones homes so sometimes you gotta play a little when your neighbors are annoying
