Why is that a problem? What if you had a child at that school?
If you don't speed, forget to apply your tags on license plate, have limo tint, thump your music, do burnouts, cut people off...You will not have a problem with "cops" generally speaking. I can not attest to small penis prick "cops" who get off on authority.
The budget and coffers? Believe what you will. I work for Detroit PD and we DO NOT have quotas. Many suburbs have quotas and pay their officers OT to write say 8 tickets per 4 hour block of OT. With that, YES, there WILL BE STRICT enforcement in that city or town. Just how it is..plain and simple.

To address the initial issue...If you have dated proof that the tags were purchased, but not applied to the plate, 99% of the time you can have the fine dropped or severely reduced. In Michigan, this fine is waivable.
I will cite a driver for the above named offense, sure. But ONLY if you say had a moving violation and I wanted to be decent. I will not write the serious moving offense but you still get a fine or a reminder for the tags.
"Cops" are human too..
