Even in Europe, most of the roads have designated speed limits. While driving the autobahn I noticed that there weren't too many areas that were unlimited for speed. And their speed laws are very strictly enforced. Getting in trouble there could get ugly.

As for the 'F' class license, it would be an additional burden on law enforcement. They'd have to watch for speeders and then check to see if that vehicle was registered to someone who had an 'F' license. What if you loaded out your car? What if you were driving someone elses? Too many variables to make enforcement of laws equitable across the books.

Finally, I have seen some VERY good drivers get in some very ugly situations. The faster you are going the easier it will be for everything to go sideways quickly. Think about it and save the excessive speed for the tracks.
