Ooh, now this one has gotta' be from a naval officer from his familiarity with topic of "ships"; an officer would probably feel this kind of ease whereas a simple sailor might not feel quite as fraternal about his ship. The quote mentions paint and powder which were part a a gal's "warpaint" during the first half of the 20th Century, or earlier. Since then, fewer women refer to their make-up in terms of paint.

I'd venture that the speaker was possibly: Fleet Admiral Chester Nimits, or First Sea Lord Winston Churchill, or Admiral Lord Nelson, or Admiral Jellicoe. AM I ON THE RIGHT TRACK?
