If you are driving at or over the limit & another car passes you ... it's impossible for the other car to not be speeding. Will the cops act on a single report? Probably not. But when 13 exotics do it on a busy highway in the middle of the afternoon in one of the largest cities in North America, I bet there were dozens of reports echoing the same thing. Thats more than enough justification to send a bunch of cruisers to the area & stop them before they kill somebody.
Also, the cars weren't impounded for speeding per se, but for street racing. They will only be seized permanently if the cops can gather enough evidence to charge them with dangerous driving. Otherwise, these kids will get a slap on the wrist ($196 fine), pay the 1 week impound fee (no clue what that would be) and they'll be free to take their car home and go out and do it again next week.
