A dark INTERIOR will absorb more sunlight and convert this light into heat more quickly, regardless of the EXTERIOR color of the car.
In addition, the rate that a car's interior can absorb sunlight is less when it is being driven not only because of the changing angle of light, but also because the presence of a body in the driver's seat means that approximately 25% less of the black interior is exposed to sunlight.
I hope to heck they didn't spend any taxpayer money on this. This is elementary school science for freak sakes...

Hahahaha I tried that actually... I started talking it up with friends.... "Did you hear that they have discovered that Coca-Cola contains dihydrogen monoxide?" Even better, try saying that you've heard that you just found out that (your favorite lake or river) is now polluted with dihydrogen monoxide...
