think of it this way: you have a cat and a ball of yarn. if you put the ball of yarn in front of said cat and leave it there, the cat won't pay attention to the ball of yarn. however, if you start to tease the cat by pulling the ball of yarn out of it's reach, the cat becomes interested and starts to chase after it.

While I do not disagree with this point -- eventually, the girl gets bored if all you are is teasing and games.
At least I do -- sure, part of the fun is the joking around and flirting phase, but eventually, you have to man up and ask her out. or she'll get bored and think you aren't interested -- ESPECIALLY if she's flirting with you and you play it too cool. She might think you aren't interested and give up.
