I'm curious as to the streetability of the LS3 with the +50 hp hot cam. Surely this would be a cheaper option than a blower, but can this still be a daily driver?

Yes and LS3 can handle 5psi. And the hot cam isn't very aggressive compared to many aftermarket cams, it would still be a great daily driver.
