Also, I understand that people should generally not park in handicapped parking spaces regardless but in situations where the entire lot is empty including 10 handicapped parking spaces right in front and you are just running in for a second, this is something that is good to know.


You are correct, without the sign they are NOT enforceable handicap parking spots. All handicap spots must have the blue and white sign on them. In the case of Florida the signs must have a F.S. number on them with a fineable amount given on the sign. Also if you have a handicap plate or hang tag, you don't have to pay for metered parking.
