Also, I understand that people should generally not park in handicapped parking spaces regardless but in situations where the entire lot is empty including 10 handicapped parking spaces right in front and you are just running in for a second, this is something that is good to know.

Don't do it no matter how many empty spaces there are. If you are not handicapped don't park there.
