That looks like a good ground spot. Thanks for providing the pic. I would disagree that the engine block bolt is a bad choice though. The engine block is well grounded for two reasons: 1- In order for the spark plugs to provide a good healthy spark the engine block needs a good solid ground. So the auto manufacturer makes sure the block is well grounded. Second, the starter motor gets it's ground connection thru the engine block. For the short period of time that the starter motor is turning there is a
substantial amount of current required to run the starter. To do that the ground to the engine block must be heavy and solid. Therefore, using the engine block bolt as ground for the scanner lights would be a good choice.
