Clearly the drivers fault that his car was hit by an object thrown from a semi tractor trailor during a catastrophic tire failure. How dare these guys even be on the same road as a semi. (JK - a bad one perhaps - but still a JK)

I dont think follwong distance has anything to do with calculating how far debris will fly through the air at a given speed. When I was in school it was about safe and effective stopping distance.
