I don't believe the OP is troubled by local cats getting into the trash as much as the feral cat issue itself. In many American cities, cats have been allowed to multiply beyond the numbers cat owners are willing to feed.:(

When cat owners realize there are too many cats at their house , they sometimes load the excess animals into the car, drive 'em to a distant neighborhood and ditch 'em there to become THAT neighborhood's burden.

I have seen a guy do this outside of our apt. complex! He dumped about eight or ten of 'em and was gone before I could do anything about it.

Within two generations of cats and kittens, these exiles have produced whole mobs of FERAL felines, yuck!
