I use to live in a neighborhood that had a cat colony of feral cats. We would catch them one by one in a wild animal trap and take them to animal control. Most of the time AC won't come and collect them but if you take them one by one, they are usually more willing to work with you. It takes a lot of work and time but it's about the only way you can get rid of them.
