You aren't supposed to if you CAN identify the driver is not a male born during the year of X.
For instance, it sounds like OP had a friend of similar age and sex... so even if the cop was behind him and it said OP's license was suspended, there is nothing that shows us which passenger is actually OP. Only that he would be a young male approximately X years old.....that is your probable cause. THE ONLY exclusion would be if I see the suspended driver is a male on my computer, and it is clearly a female driving. If it is a male, I am going to stop it... in FL, you are permitted to make that stop, but once you ID a different driver you must end the stop. That means I cannot even check the license of the other driver as long as they prove they are not OP.
This is all irrelevant in this case because OP had a different plate that wasn't assigned to his vehicle any longer... I believe his fathers. For those of you that don't know, this is a very common tactic for people who have warrants or suspended licenses and KNOW they do. They put a tag that has someone else's name on the vehicles so they cannot be stopped for that violation. This obviously isn't the case with OP, it was merely an accident and he was going to park the vehicle at the pump overnight because his friend left to go to his Church group.
