If all you want to do is add a picture to your signature portion of your profile so it shows up in a post, the link that Camaro_Corvette provided is how you do it.

As Sir Nuke was kind enough to share, there are others on the forum who do create them, myself included. However, since you are asking how to make one as opposed to where to get one made, I'm guessing you are interested in doing it yourself.
