Just get new chrome wheels. Like many posters have said the chrome has completely worn off your wheels and rust has set in. There is a misconception that chrome is the only metal used on some wheels and some old bumpers. When you usually see chrome its only chrome plating. Chrome itself is very heavy and more expensive to steel to work with. Chrome plating provides protection to the base metal to rust. Chrome is itself is very resistant to rust and the process of plating provides a cheap and efficient protection that also adds some luster at the same time.
