Apparently, this police department has failed to apprehend someone who wrote a bad check for $30 and is out for blood. If the perpetrator is alive, I'm hoping that he manages to skate by the sub-par clutches of the law. If the cops do catch him, the state of Tennessee can rest assured that the $2 arrest fee will boost the state budget.
