You should look into A123 Batteries (the supplier of the GM Volt's batteries when they enter production in 2010). They are advocating that they can reach some of these goals right now...

basically, if you 'grow' carbon hairs off of the plates of capacitors, you can store as much energy as a battery, but without the nasty chemicals, slow charge times, and limited life. If they can produce these things, they will decimate batteries!

We'll also need the chassis from a Caparo T1 (super light weight) to get you to the range you want.
