I see the VW conglomerate as more of the GM-Holden relationship. GM owns Holden, but Holden is more or less allowed to operate independently. Hell, they more or less had the Zeta platform all to themselves before GM used it for the Camaro. They also just redid their Cruze to match the new Series II VE Commodore's styling, and they had a large amount of input on the Cruze hatchback.
In North America, on the other hand, Chevrolet, Buick-GMC, and Cadillac are just brands that General Motors sells vehicles under. An engineer may work on a Chevrolet one year and then start working on a Buick the next.
