The proper vehicle with the right drivetrain doesn't need a lift over 3" to go just about anywhere. If it's mud bogging you want to do than build a purpose built vehicle just for that and tow to the mud. I do believe that some of these laws are needed to keep people from going to far. This really isn't my fight though because I live in Pa.
