then said person would need to decide whether he wants his truck to be able to take him to work, or if he prefers to walk he can soup it up and monster truck lift it and play in the mud with it where its safe.

I think some states already have vehicle codes which already stipulate things of this nature...bumper height, tires must be inside fender..., so on and so forth. If anything, this creates oppurtunities for companies to build new and exciting products that look good, customize the vehicle, keep the vehicle legal, and make it safe for everybody on the road.
