That's a tough question to answer because there are so many variables and one of the biggest is body type. In theory bulking is when your in a calorie surplus which is important for muscle growth. Very often you can cut or be in calorie deficit and look more muscular because when you shed the fat existing muscle seems more pronounced. Everybody is different but usually you can build muscle to a certain point without a large calorie surplus but once you reach your natural capacity that's it, to build muscle requies 3 basic things, the breakdown of existing muscle, proper nutrition to heal the muscles, and rest to allow them to grow(heal). If you eat super clean and are "in tune" with your body you can make adjustments to diet to provide adequate nutrition for muscle developement without much weight gain but because your bodies requirements change quickly the process is very slow and difficult to master so it's easier to eat a larger surplus of cals to allow for muscle growth and then burn the fat off while trying to maintain the muscle.
