Originally, the Rick roll as a joke was started on the radio. One radio station played the song for 45 minutes straight. After that, people would call in to requests songs and the DJ's would say, "Sure we got it coming right up, and HERE IT IS!!!" and would play the Astley song instead. This kept up for quite a while. And the tradition stemmed from that day.
