Exactly. The other problem is we teach plenty of rules, but in the basic drivers training required for getting a license we don't talk about actual car control at all. You can get your license without knowing how to recover from hydroplaning or over/understeer. Basically we've made driving a right guaranteed to anyone who can pass a cursory multiple choice exam and a simple driving test. If we made licenses a privilege only for those who take the task seriously and have actual talent we'd solve tons of problems ranging from pollution to highway safety.
