As mentioned above it is part of the test but I'll go into more detail then that.
1) a drunk person has difficulty bending over and straightening back up with out losing balance or falling over as this video shows. If you pay attention you'll hear the officer say this. By asking the drunk to help make a line, officers are actually giving them a test that they aren't aware of.
2) criss crossing lines mess with a drunks equilibrium. When a drunk is busy concentrating on a single line trying to walk straight and another line intersects it, the brain becomes confused and the person is more likely to stumble as the brain is no longer concentrating on a single task.
