As with pretty much everything NEW, the early adopters pay for the design and those who wait for the price drop pay for the manufacturing. The man hours that go into designing, engineering, and validating these vehicles is not small by any means. Once enough have been sold, the price will go down a little.
While pure electric is nicer on the environment, it's not practical with current battery limitations. What do you do when you have to take a detour home that lengthens your trip beyond the charge of your battery? You're screwed. With a plug in hybrid, you have the motor as a backup. Also, you have to consider traveling longer trips, say to visit family or for a vacation. You can easily say and convince yourself that you'll only drive to work and back home again each day but, life happens. At some point you'll want to drive farther than the battery charge will allow. Having the motor gives you the flexibility to do that.
