Some people can reduce carbs slighly and lose weight, they are what is known as carb sensitive. That's why when you start a diet normally you would go with a moderate carb intake (so as not to reduce them to much) and then adjust from there. Everyones body processes food differently. That is also why as I mentioned before not only is it important to watch your calories but the ratios of carbs protein and fat, it really is VERY important more so for those that don't see results quickly. Most of the time people keep reducing calories whe in fact they usually go to low, more often an adjustment in the ratios is what's needed. I'm gonna keep saying this 'cause it's true.
