It's an Aztek body on a full race tube chassis. I ran into it one year at a Pontiac show and the word was Lutz had it built for the Woodward Dream cruise. He got tired of hearing all the bitching about the Aztek, so had that one built up. It sounded like a cup motor when the thing fired up. I'd suspect it was a 421 LS motor. There were a few GM show cars running around back then with 421 LS1 based motors.
